Should my rear vents blow out heated air?

Now that winter is settling in solid here, I have noticed that the rear vents in my '09 Sport do not blow out heated air. It feels cold enough to be just outside air vented directly in. When I bought it (in August), I assumed that the rear vents were supposed to be a part of the climate control system and would blow out at the same temp as the front vents. Was I wrong about this, or do I need to have this serviced?
 
This is the odd thing... the rear vent does not blow out heated air, only air conditioned or unheated outside air. However there are vents underneath the driver and front passenger seat that blow air to the back in footwell mode even in the 08-10s with the rear centre A/C vents, so if you set the automatic climate control to the temp you want and it's in heating mode, it'll automatically go to windshield and footwell mode meaning air for the rear passengers will come out from under the seats.

If you find it's not warming up quick enough back there, go to manual mode, set the temp up high and blast the fan speed up high until it's warm enough then go back into automatic mode, as I find that you have to blast the fan speed to 5, 6, or 7 to feel any air come out from under there. Heat rises though so the placement really is not much of an issue. If worse comes to worse, you can get one of those 12V Plugin Heaters I've seen, but for me the rear of my 5 has never heated up any slower than the front of the 5. It just takes awhile for the engine to warm up enough to provide heat.
 
That is strange. On my old Windstar, it had floor vents under the front seats, but also had cieling vents over each rear seating position. These vents would blow out at the same temp as the front vents hot or cold. I just assumed the 5 would be the same.

Now, another question. How do I keep the kids from randomly turning on the arctic blast in back? I can turn it off from the front after they turn it on, but they can always turn it on again from the back if they want. Since I drive with my seat all the way back, it blows right on my side. It can be pretty shocking if my shirt has hiked up a little to expose some skin.
 
Our 08 M5 GT does not blow hot air either.

But it does warm up quickly. It's really just another fan for circulation, not heat or A/C
