If you're in the US then it's prewired for the fogs. If you look inside the front bumper you should have wire harnesses on either side (where the fogs go). To add the OEM fogs you just remove the blanks, install the fogs, plug them in, then replace the turn signal stalk with the one that has the fog switch. Done.
You could also install an aftermarket kit on your car either by A) running it's own wiring harness and installing the dash switch it comes with (most come with a rocker that fits one of the spots to the left of the steering wheel), or B) connecting the A/M fogs to the OEM wiring in the bumper and install the OEM switch/stalk.
