P5 Leaking Dust into Interior

Hot and dry weather is upon us again and I live on gravel, which results in a lot of dust.

This car never used to leak, but it started sometime late last summer.

If I put the A/C on fresh air with all the windows closed it's not as bad (positive pressure in the cabin), but if I drive with the sunroof open or a window cracked with the A/C on recirculate it gets really bad, you can see the dust floating around. After a couple weeks, the back seat will be covered in dust.

Anyone dealt with this before? What should I check out aside from door seals?

I found a hole in the rear fender well. I think a rubber plug was supposed to be in there. Only one i found. But that didnt even allow much dust to get in. I used to live on a gravel road. Maybe where the fuel pump is under the seat has a rubber seal or something i dont know.
