i think he's referring to the 15 way adjustability of the JIC's as compared to the 5 way adjustability of, say, the tokico illuminas. the strut design of the JIC's have been heralded as the best on the market as well.
a true full coilover system cannot be beat by a spring/strut combo, but then again, what are your driving skills? are you able to outdrive the tokico/x-brand springs? if you are, then true coilovers is the way to go. if not, then lowering springs and the stock tokicos will serve you well. the tokico struts are pretty darn good, so unless you are lowering 2+ inches, you shouldn't blow them that easily. goldline springs seem to drop the car a good amount and costs only $150, whereas a full JIC coilover system costs $1800 and the tein SS coilovers cost $1100.
www.apexr1.com has a new set of struts from apex coming stateside. i haven't heard anything about these yet, but if you're set on coilovers, they're a less expensive alternative. springs that lower the msp an additional 0.5-1.0 inches runs anywhere from $150-$230.
skunk2 and ground control "coilovers" are merely adjustable height springs. there have been many problems with popping, clunking, etc. with them. they are also notorious for a very bumpy ride. they cost around $300.
