Need help refinishing my terrible rims!!

Sooo...here we go ya see i have a terrible problem, my rims are jacked! I want to know a cheap and easy way to repair my rims without getting rid of them; personally it is a good set.
It would be of excellent help if someone can tell me how make the layer of paint/primer and some rust to desipear to make them look alot more newer than this.

The cheapest and easiest thing to do would be to sand the rough spots and spray them with Plast-Dip.
 
Mine looked worse. I sanded them down and scuffed up with a Brillo pad, washed, dried with an air hose and plasti-dipped. Prob 5 coats, maybe 4 cans with some left over. less than $30 invested. There is a bit of chipping on the plasti-dip from lug nut impact wrench and a bit on the outer rim, but still holding up well a year in. Ill prob put a couple more layers on soon. I like the product, and with some videos on youtube, yu'll be a pro dipper in no time. Ive plasti-dipped my side mirrors and messed around with it on other stuff around the house. Sorry, no before picture.



 
Mine is the first P5 with the black Plastidipped rims, before I painted the side mirrors.

Just using spray paint is cheaper. Same process as Plasti-Dip. I will say that Plasti-Dip is awesome, and I do have some on my car, but it's definitely not the cheapest option.

True, regular spray paint is a few bucks cheaper per can. But then you have to buy the primer and clear. Also the extra time involved in sanding and prepping the wheels for regular spray paint isn't worth it in my opinion, particularly when the wheels are in as bad of shape as the OP's. Therefore it would cost A LOT more than the 3 cans of Plast-Dip
which sells for $5.99 per can.

Sand them

Couple coats of primer

3-5 coats of paint

2 coats of clear

Or sand the rash out and have someone powder coat them. Local place sand blasts and powder coats for $200 for all 4 wheels
