Short and skinny, yes you will get attention from the popo with them.
(Just as any other exhaust or suspension will get you in ffx now)

The catz lights are brighter than HIDs and are blinding when pointed up. I've been pulled over for them three times. I had them pointed up for about a week, but I started to feel bad seeing people hit the brakes when i would turn onto a street behind them and what not.

Anyhow, I keep them aimed low, just so they project a beam onto the ground ahead of the car.

I was asking only about being pulled over for the fogs only.. Mxyzptik (on the boards) and I were out at FFX town Center the other day when the cop was "inquiring about the legality" of his yellow fogs.. his are pointed low. That didn't seem to matter to the cop.

Rolling with just your fogs on is illegal, and kinda asking for it.
I know durango's come/came with DRL's that were fogs and parking lights. A friend got pulled over for driving like that.

These fogs overpower my high beams by about 2x, so its tempting to just drive with my fogs on, as its looks alot more aggressive, but I gotta stay away from the law for now.

I realize that driving with just fogs on is not legal. My friend was getting harassed by his yellow fogs on his yellow p5 and the car was just sitting in the parking lot one night at the FFX Corner shopping center.. his car was off.. he wasn't even in or around the car. It was randomly sitting in the parking lot.
