My msp will not scan for codes

Hey guys, I'm new on here and need some help. I've recently replaced my motor in the 2003 mazdaspeed protege and I was trying to scan for any potential codes before I drive it. I used a cheap handheld scanner but it won't turn on when I plug it in the port. I've used it before but I can't find any info on why this might happen. Thanks.

Check the fuses for the cigarette lighter. The obd port gets power off the same circuit
