Is this animal cruelty?

the dog was most likely barking because of the noise of the party. if it was just the one time, I'd say no. Dogs are outdoor animals by nature, but obviously some are more suited for cold weather. There really isn't enough details to say.

If they continue to do so, with out a doghouse, and in the cold, rain, snow, then do something..
 
Did you miss the part where I said the temp was 27 and the windchill was in the upper teens? Those aren't enough details?

As far as whether they were barking becaue of the noise from the party or from the fact that it was freezing outside... I think it's safe to say both are possible.

Anyway... as I've said before, all things being equal, it's better to veer on the side of caution.
 
I think of my dog as my little brother. He can't defend himself, so he relys on me to care for him. I have a pug which is also a short haired dog and there is on way in hell I would leave my dog outside for more than 3-4 min. in the winter. Honestly, even if I had a Siberian Husky I would not leave it outside for more than 15-20 min. I just could not stand to see ANY animal chained up to anything in the cold or heat. I think the people leaving their animals outside to fend for themsevles out in the elements need to be beaten and then left outside in the cold. I have no tolerance for animal cruelty, period.
 
did they bring them in after the party?
have they done it before?
are the dogs fed?
are the dogs in good health?
were they in pain?

Actually, this might be considered cruelty. A Siberian Husky is more comfortable outside in the snow, then in a 68 degree house. People put their own feelings into their pets.
 
you know whats funny. most of the people on here that say dogs are meant to be outside, are the same people that store their cars for the winter. Oh yea thats right, becuase the car wasn't meant to be out in the cold harsh weather, but the dog was.

my cars are outdoor cars ;)
 
pish posh, i have 2 bums chained to a tree in my backyard. they seem to do fine in the 30 degree weather. as long as they have enough newspaper to stuff in their jackets

I don't see anyone advocating that all dogs be outside all the time. My dog loves the cold and snow (half Rot/half Chow), and he spends a lot of time outside, but I would never leave him out all day, or make him sleep outside, although I bet he could survive doing so. It sounds to me like this person put the dogs outside because they were having a party and didn't want them to get in the way. Dogs should not be a parties. (Although my dog loves beer!) Chico could complain as a noise/nuisance thing. But to show cruelty in this case he would have to show a pattern. If it was just for the party, I would say no.
 
If theyre outside dogs, then theyre going to have their winter coats. Theyll be fine, although they do need an adequate dog house. If theyre inside dogs, then they dont have their winter coat and they are freezing cold. You did the right thing, either way.
