almost every time i start my car the intake kind of hisses when its turning over. the cold air seems to make it worse. is this normal?

Small air leak that closes up as the car warms up or the vacuum increases? Cold air making it worse may be the "Challenger" effect. The rubber intake hose is notorious for cracking. Just replaced mine. The crack was on the bottom and could not be seen until the hose was pulled out.

If the sound really is coming from the air intake tube, especially the "bellows" region, try wrapping it tightly with tape (electrical tape will do) before starting. If the sound goes away, then you have a (small) leak at that location.

I'm wondering if it has something to do with the flap in the intake manifold? Tweety do you still have yours installed or did you remove it?

nope it runs perfectly fine. it just hisses and i guess you could say coughs when its turning over for a cold start. once it starts its perfectly fine

i just installed an SRI on my car the other day and it does this. car never did it before. i think its just a short ram thing (although it never happened on my honda but it did on my sentra with pop charger)
