Installing a CP-E Downpipe...any advice? Tools Needed??

Turbo XS DP is even more affordable. At the end of the day all DP`s basically perform their duty or do what they are ment to do equally and display similar power gains, its not as if if one will dyno 10hp more than the other or be remarkably superior to the other, there will be +/- 2hp if that ,

WTF.

I looked at that one too, but I wanted a cat in my DP...CP-E is the only vendor right now to offer that configuration...

I seem to be getting better gas mileage since the DP install...(scratch)
Is that possible? (huh)

It's all about efficiency. You made it easier for the engine to pull in air/fuel and spit out exhaust gasses, so it is making more power from the same amount of fuel. You literally don't have to step on the gas as hard to go the same speed as you used to. If you can keep from rocketing all over the place with a foolish grin on your face (good luck with that) you might very well see significant improvement there.
