i can't figure out whats wrong....

1. leaking WGA
2. Even thought they say stock is 7 PSI doesnt mean its true, overtime wear and tear, which makes less PSI's.

WGA is the Wastegate Actuator. Kind of like the motor that rolls down your window. The actuator is vacuum driven which opens and closes the wastegate using a long rod.
 
I would check for boost leaks as well... take the intake off and pressurize the turbo through there and listen/look for leaks. It should hold a steady 10psi for at least several seconds and bleed off slowly after that.
