well, i cant find high temp primer (?), so the way i see it, i have three choices:

(1)
sand the valve cover
primer it with non-temp primer
paint it with paint from paintscratch non-temp
paint it with high temp clear coat
(2)
sand the valve cover
paint it with high temp clear coat
paint it with paint from paintscratch non-temp
paint it with high temp clear coat
(3)
sand the valve cover
paint it with high temp aluminum/gray paint
paint it with paint from paintscratch non-temp
paint it with high temp clear coat

someone with some experience help!

I think if it's properly cleaned, you don't need the primer, just use high temp metal or rust paint that is the colour you want.

Worked with the last Honda I did...

Option 3 will yeild the best results...if you use non-hitemp and no clear then the paint WILL chip...maybe not right away but eventually it will. if you have access to a bead-blaster do that before you sand it. the more prep work you put into it the better the primer will adhere and the better the final result.

why cant you find primer, first off?
if you really can't find any, just make sure to use extra clear coat. as long as the final coat is high temp, you should be good to go, so id say option3

hmm, thanks for the help guys, ill prolly do the option 3 then, if i still cant find the high temp primer...now how hard do you think it will be to paint over that grayish high temp paint? prolly just need a few extra coats i suppose?
