got the lights to come on by taking the relay box loose and open it under the bottom. the light relay has 2hot wires and one that goes to the fuse need to know where the other wire goes it is white and red stripe. I ground that wire and the light came on. after that the lights work good right know but where ever that wire goes must be the problem.

Fixed the headlight problem today. I was checking the wires form the switch to under the dash and moved some wires behind the fuse panel and they came on. I found the plug that was making the come off and on so I took the fuse box off form under the driver side kick panel took check all the wires. The book I got did not show nothing about the wires going to the fuse panel at the driver side that controls the lights. It has a white box with a computer borad in it that the wires come from the cpu I think and then goes out a plug to the TNS relay and the HL relay. I went to the junk yard got the whole fuse box for $15 and the plug too replaced the top plug and put back together and works fine. So if you have a problem with your headlights where the HL relay is buzzing then the lights work sometimes but not all the time, CHECK THE TOP BLACK PLUG ON THE BACK OF THE FUSE PANEL THAT CONNECTS IN TO THE WHITE BOX. THE PLUG MAY BE BAD OR THE WHITE BOX I CHANGED BOTH.
HOPE THIS HELPS SOMEBODY ELSE.
