Look at where the vacume line connects to the accuator. Pull the line off the nipple and blow into it, if no air moves it ok, if you are able to blow air through then you have a leak in the acuator.
 
I don't think the problem is a leak in the actuator.

If there was a leak in the wastegate actuator diaphragm, it would likely create more boost, not less boost than intended.
