what a moron...i think its kinda sad that he declared texas a state of emergency yet it hasnt hit yet, and he didnt do that for lousiana til almost a week after katrina...go figure it being his home state though...******* hipocrite
 
With his fiscal policy of running such a huge deficit, this country will be in shambles financially for many years to come. A stupid useless war and two natural disaters will do that. Nice job DUBYA!

From what I've been told, the pres. cannot declare a state of emergency, the state or county or city has to. A state of emergency is a waiver that allows the federal govt. to step in and take control...in other words, the person that declares the state of emergency knows that they are not, or will not be able to handle whatever has or will happen. I'm guessing that the powers that be in LA thought they could handle Katrina...obviously they couldn't. That might explain why there was no state of emergency until after the s*** hit the fan.
Plus I think that a declaration of a state of emergency has to go through capital hill too.

Any Govt. majors want to clarify??
 
I'm by no means a polysci major but do know that both the governor and president can declare a state of emergency. the difference lying within the actions that follow. On August 26th Gov Blanco issued a state of emergency for LA.

I'm unaware of the exact specifics but do know that, when the president issues a SOE, in addition to state, federal money and resources are put to use. I believe it also gives the president the authority to, essentially, run the show. (along with HLS &, more specifically, fema)

I'm even less sure of the specifics in regard to how the SOE factors into the rebuilding process but do know it plays a role. I've read that more than a few are upset with the fact that federal money is being used to rebuild N.O. According to them (various state supreme court judges) it is unconstitutional. (something about the federal govt not being allowed to rebuild private property with taxpayer's money) Various cities affected by natural disasters like this (albeit not to the same degree, ie. san fran earthquake, chicago fires, etc.) weren't given federal aid to rebuild for this very reason. money came from local tax revenue. Though it might not be PC, when you consider the fact that a lot of the money LA WAS given for protection against this sort of thing was squandered by the same state politicians that will now be benefiting from the 60 billion+ coming their way...
 
state of emergancy in louisiana was set 1 day before the storm hit, i know because i live south of new orleans, in houma louisiana. bush did the same thing with texas as did with louisiana onthat point, but the main problem we have in louisiana is the dumb b**** of a governor. she has to request help for bush to send it, she was so un organized and had her head shoved so far up her ass , she could not see the light of day and didnt ask for help in time.. we should have had alot more support from the federal govnt sooner and fema was a joke on most parts...
 
I agree... she dropped the ball hardcore. but so did every other govt official involved. bush was a week late... even if she didn't ask for his help "in time" that doesn't mean he couldn't have forced the issue. homez was on vacation and didn't want to be bothered apparently.

I think blanco's biggest fau paux was her not putting the 12k or so national guard troops INSIDE the city before the storm hit. she had them at her disposal but, for some reason, kept them outside the city. it then took them days to get in and do their thing.... Bush and Fema lacked leadership in a time of crisis. Blanco lacked intelligence
