fog light issue

I would like to be able to turn on the fog lights when the light switch is in the city light mode (the yellow blinker lights) and not when the headlights are on. It simply does not make sense to have the fog lights operating this way because driving in foggy conditions you want the lights as low to the ground as possible for better visibility and when the running light are on with the fogs it defeats the purpose of having the fogs on in the first place. Does someone have any instructions to do this? HELP!!!
 
They probably have it set up this way because they are driving lights, not fog lights. If they were fog lights, they would be amber.

(I know they call them fog lights but they aren't, really)

Besides that, they don't project enough light forward to be used on their own. I'm sure they have them wired that way to comply with some federal regulation or another.

Yes, but they would still be cool to use at dusk/dawn when you don't really need your headlights... it is more of an image thing... like the 'always on' yellow marker lights on a corvette.

What is the function of driving lights? besides to be an accessory that costs something. Are you supposed to run them when you're driving on the highway so you get more visibilty or somehting?

I just turned them on when it was foggy or rainy since it did seem to light up the bits of the road in front of the car better..
