Fiberglass and Urethane?

Can you use fiberglass on Urethane or ABS plasic? would it stick? i'm assuming I would have to scruff up the surace of the plastic or urethane first right?
 
what he is tryin to do is fill in the gap from the fiberglass lip to a urathane bumper.. i know they make something to fill in the gap, but i forgot what its called.

3M makes a flexible "bumper repair" filler. It's basically liquid urethane that hardens but stil lstays flexible. We used to use it at the body shop I worked at. That'll do the trick very well.

Buy a tube from your body shop. It's actually a 2 part that mixes in the nozzle. I just remembered, you'll need a dual piston gun too. And it aint cheap, they'll charge you about $60-$100 for a tube depending on how greedy they are.
