i can't get my e-brake to hold on a hill unless i pull up on the e-brake as hard as i can. is there a way to tighten the e-brake cable up so that my car doesn't growl at me while it slowly makes it's way back down the hill?

Well sure you can adjust your e-brake cable but you must first be sure that your rear brakes ARE braking... You can try to fast-adjust your brake shoes by letting your car in neutral in a down slope (making your car back up on neutral) and pull on the e-brake 2-3 times...

Yes, it can be adjusted at the handle. Just take the cover off around the handle and you will see how.

how do you take the handle off? I've heard about maybe unscrewing the knob, but dunno if that's right since I can't get it to budge.

Why do you need to take it off? You trying to adjust it? The plastic cover referred to in post #3 is in the center console--just pop it out and off the ebrake handle. There's a 10mm nut in there you can turn with a deep socket.
