Yes. Copy and paste what Darth said. "compressor surge" or any hooting type noise is not true compressor surge at such low levels of boost. It really is a problem when you push full boost and hear that nasty chattering noise that is undeniably compressor surge. At a low boost, your BPV is not being kicked open fast enough and you hear a hint of that hooting noise, but it's not true compressor surge. Many SSQV owners experience this because of the way the SSQV opens. Under low boost, the preliminary, smaller opening pops open first only letting a fairly small amount of boost through, thus creating that 'surge' sound for a quick second. The SSQV is actually letting out enough boost to ensure that the compressor is not backspinning and the pressure is fairly equalized in both the cold pipe/compressor and the vented side of the bov. This keeps some pressure in the system and is good for 'instant boost' when you get back on the throttle.
