the true purpose of city lights is for parking in unlit alleys in europe. when the car is off, you push your turn signal stalk to illuminate the bulbs on the street-side of the car, thus warning passing cars that your car is parked there. they consume very little power, so you can leave them on while your car is off without running down your battery.
