no you dont blow you suck on the vac line that goes to the wastegate actuator. if you look there is a black hose coming off the Wastegate actuator and if you suck on it and place your tounge on the line after you sucked on it and it holds suction then the WGA is good if the negative pressure leaks off the WGA is bad.

o ok thanks for clearing that up so basically if i feel suction on my tounge then the WGA is good and if i dont feel anything than its bad?

correct if it holds the suction that you put on it when you suck then its good if it does not its bad.

wastegate actuator or intercooler pipes, maybe a bad bypass valve

No you do not want the car running when you suck on the line!!!! When you test with carb cleaner you do want it running. Just bear in mind carb cleaner is flammable. Use a little common sense when spraying it near hot areas.
