I've seafoamed my car twice and it never made a difference in my performance
did you take the egr out and look at the mechanical operation of it?
It is called the wastegate actuator (WGA for short) and yes it is a very common part to fail. I had two OEM ones replaced in the first 50k miles. I've had the ATP replacement on since then with no problem. Normally, you end up overboosting and hitting ignition cut before the actuator is bad enough to start allowing air to be pulled in at idle, so hopefully that's still ok.
To check, disconnect the hose from the T going to the WGA. Blow on the end of the hose to see if you can blow through the WGA. If you can, it is faulty. Either way, it sounds like you need to at least go buy some new hoses and a T adapter. Autozone sells them, although they only carry a variety box of T's with a lot of sizes you'll never use.
You could also have a leak at the bypass valve which is where the other branch of the T is going, so check that hose and connection for leaks as well, although it is not nearly as common.
Is this the ATP replacement part?:http://www.atpturbo.com/mm5/merchan...p&Product_Code=ATP-WGT-011B&Category_Code=WGT
