Anddddddddddddddddddddddddd NO, you can have a full exhaust system as long as you have a catalytic converter and a muffler at the end you will pass.
That's not 100% true. I had a catback on my Integra and they originally failed me because "it wasn't the original exhaust". I asked if I failed emissions, they said no. I asked if it was too loud, they said no. I got back to work and called up the main office and complained. The lady I was speaking with made a call to the inspection station and had me drive back to redo the inspection.
2nd time through, the guy wanted to fail me and went into the office to the manager and complained. Eventually he came out, brought my car up and went "You got by this time, but next time you won't be as lucky".
The next time I needed to go, the lady passed me without issue.
... they cant make you not pass like that... As long as you have the emmsions parts you will pass (as long as they are working! lol) That guy doing the inspection and emmisions didnt know what he was doing, If you paid for them the first time to fail your car, I would of got that money back, because I was taught how to inspect and do emmision on cars, and theres mainly only one state that can fail you for anything aftermarket... and thats Cali. But NJ, PA, DE, NY arnt as strict. and if anything NY is the most. It is under state law that they can not allow you to pass if something fails, so they passed you, so it doesnt fail.
