actually havin on the hot pipe doesn't make a diffence.you dont waste energy either way. imo its better to have on the cold pipe since the job a bov is meant to do is to relieve pressure when throttle closes.. n it bein closer wud actually be better for its purpose
you're wasting heat transfer ability of the IC by cooling air, and then releasing it. and location relative to the TB is irrelivant (other than turbulience, in which case having it further away is better), seeing as pressure anywhere in the charge piping is the same..

Just wiggle and twist if you can... hopefully you dont have the stock plastic crap. I hear those are a pain in the ass to get off.
Driving the car around till the pipes are warmed up helps too.
