Won't connect for etest

After spending the last 3 weeks getting my car ready for the road and overcoming all the problems I have been having I finally got it safetied but today I went to go get it etested and there seemed to be a problem with the computer connecting to the car and wasn't able to run the test and he suggested a blown fuse but I tested all the fuses and there working fine.. Anyone know what the problem could be and how to fix it??
 
Just to clarify, he is referring to the OBD-II connection they use for emission tests.

Yeah I should have clarified that... They hook there computer up to the obd II port to get there readings but we're unable to connect for some reason I don't know what the problem would be I don't have any engine lights on there is power at the port I am able to hook up my code reader and it works fine there is no problem what so ever so I was wondering if there's something I don't know or the guy running the test didn't know what he was doing and I should try a second place
 
if your tester works others should as well. sounds to me like the guy doing the test was incompetent. take it by an auto parts store most do free check engine light stuff, autozone does for sure, if one is near you. just let them know you want to see if their tester will connect to your car
