What's the correct fule pressure on a 2000 Protege 1.6 L ZM engine?

What's the correct fule pressure on a 2000 Protege 1.6 L ZM engine? Even the shop manual is confusing. In one place it says 36 to 40 psi and in another place, it says 40 to 45 psi.

Fuel Pressure Specification - W/O Vacuum: 38-45 psi (2.7-3.2 kg/cm2)
W/ Vacuum: 30-36 psi (21.-2.6 kg/cm2)

Could you post procedure for informational purposes? I have been wondering how to check the fuel pressure on these since the don't have to new hook up.
