Under panel splash guards? (plastic cover)

So we had a bad storm this weekend here in NYC and I hit a couple of puddles at a fast speed, I didn't think it would do anything to the car but I was wrong, so I noticed a small piece of the under plastic panels at the bottom of the car that was sticking out. seems as if the bolt came out and then got loose and im guessing the splash from the puddle warped part of the plastic panel. its not the engine cover. its on the driver side between the left passenger door and drivers door , I took a picture but its not the best and I got under there but its been raining non stop so is hard to do or look around, does anybody have any idea what this part is and if its sold anywhere I would appreciate it.

Almost drove through a river myself the other day in Staten Island. Looks like the panel where the oil filter is located. Just take the panel off for the time being so it doesn't completely rip off. Is it the plastic push down clip that came off? shouldn't be hard to replace, they have them for cheap on amazon.
 
well a piece of the panel is cracked/warped. I will take a better pic today I doubt is where the oil filter is located also, is not under the engine bay is more towards the back right under the back left passenger side. i'm sure its cheap to replace just wanted to know if its a small panel or I have to purchase the whole set. thanks though!
