sticking parking brake?

if my car gets soaked by rain or by me washing it and then allowed to dry, when i go to move my car (either in reverse or 1st gear), i'll hear this REALLY loud clunk. it feels like the parking brake is engaged and then releases with a loud clunk but only after i begin to move. i have the parking brake handle completely released and i am in gear. any thoughts on what this is and/or how to fix it?

It's rust that developes on the rotor after they get wet then dry

ok....if i clean the rotors of rust and then repaint them will that fix the problem? or will the dealership take care of this for free?

No, Kevin's talking about rust on the actual rotor itself, not the hub of the rotor (like everyone has). At least I think that's what he's talking about .... although how that would cause a "clunk" is beyond me. My rotors are rusty after washing all the time and they never make a peep as the rust is rubbed off by the break pad.

mine are the same as girth, they develop some nasteh lookin rust like a minute after water touches them then it gets rubbed off really easily by the pads
