Yeah KY, that's normal .... and not all the way down.
Ironically, one of the reasons I bought my first Mazda was because the rear windows went down further than all of the other cars I was considering. It sucks for your buddies in the back when you're cruising for chicks and they have to hang their arm out of the partially open window.
If it's a law, it's a stupid one for cars with electric windows --- if you're worried about your brat rolling down the window too far, just use the lock-out switch on the driver side so they can't roll it down or up.
Just another case where the masses have to suffer because a few people thought it would be a good idea to limit the window travel. Damn polititians. Dumb.:mad:
