HID Fog Light Issues!

'03 Mazda Protege ES & '93 Mazda B2200 LE5
I have an 03 Protege ES that I bought a few weeks back. Shortly after I bought it I ordered Xentec dual beam HID headlights and HID fogs. I noticed that sometimes the fogs weren't working. First though, its a simple ground issue. I cut the conector from the ground and soddered it. A few days later I noticed that sometimes they still wouldn't work. This time I cut the conector from the power and soddered it. I thought I had it fixed. Tonight when I went into work I noticed they weren't on...so now I'm stumped. Somebody please help!!
 
I don't really know now but they have worked since I posted this thread. I was starting to think the ballast was bad because I went from bright to dim a lot the night they quit working again. I have since flipped them repeatedly on and off and from bright to dim and the fogs never went out. I hope they keep this up otherwise I will be back to square one lol.
 
So they are back to not working. A new development is that they willcome on for a seccond then the drivers side goes out fallowed by the passenger side. Maybe that will help somebody narrow it down for me.
 
I got it figured out. It is an ignitor issue. I figured out that they aren't working when it's below freezing. I am going to mount the ballast for the fogs closer to the headlight ballast so they will be in an area that they will be a little more out of the cold.
