Corksport CAI

Quick question. Dumb one, I know, but still. Want to make sure. This intake http://www.corksport.com/corksport-power-series-cold-intake-for-mazdaspeed-protege.html lists a "Mandrel Bent Turbo Inlet Pipe with Bypass Valve Re-circulation fitting" on it. Is the Bypass Valve it's referring to the same bypass valve that redirects airflow if it's submersed in water (puddle, etc)? I'd love to get a CAI, but have so far been unable to find one with a bypass valve on it for that purpose. Just want to make sure before I look at buying it.
If not, does anyone know a intake that does have one?

The bypass valve they are referring to is related to turbo stuff.

although it does warn not to use it on a forced induction vehicle. Im not really sure why.
