windshield wiper question

ok so before i take my car back to this body shop i just have a question concerning the wipers.

when the car was returned after my accident, they told me one of the bolts that holds the wiper blade on went missing and i shouldn't use them until it was replaced. a few days later i found the bolt at my house so i put it back on.

only to find that the rotors (rotators) that the actual wiper blade bolts onto have gone from the default position (resting at the bottom of the windshield; moving up and coming back down) to resting in the up position, coming down then going back up to stay.

when i took it to the dealership i mentioned it to one of the service reps, but he never actually answered my question of whether or not it could be fixed. he only suggested that i replace the entire wiper system because one of the rotors (where the wiper blade bolts on) was a little shaved down. but that was going to be like $1400.

so, to my question now:
is there perhaps some wiring issue here? has something shorted out or been put back incorrectly?
 
Sounds like a wiring issue, like the wiper motor got wired with reversed polarity. That would seem unlikely, though, 'cause all that stuff is in wiring harnesses which generally cannot be connected wrong. Maybe the linkage has been put on 180 out. The motor parks where it's supposed to, but since the linkage is out, the blades stop in the 180-out position. Sounds like your dealer is too inept or too lazy to figure it out. Is this not a warranty issue?
 
you should be able to move the direction of the rotors (cant spell) by removing the bolt and just lifting and turning them to the desired location you want. should be a simple job. i have not done it on my 3 yet but i have done it to countless other cars. that is how the factory can tune them. not all motors will be at the same degree
 
i'm guessing they would tell me i have to take it up with the shop as well. i was hoping to save myself the trip over there.
I hear ya, there, man. My dealer is a fair drive away and they want to take half a day to do the simplest things. They seem a decent bunch, though.

is the rotor itself the bolt?i haven't tried to remove it before but that doesn't seem like too difficult a task.
