Does your car have AC?
Most of the cars that have AC have the controls actuated by vaccuum, and the Vaccuum is taken from the intake (Turbo cars have the Brake Booster as the source, since they never see boost)
As the engine Revs, the Vaccuum in the system changes, and it changes also in the heater/ac controls.
The whistling sound may come from a leak in your heater/ac controls tubes, wich is a b**** to find. There's a way to find it, but I'm not willing to discuss it openly since it could be dangerous for somebody who does'nt know what he is doing. (Explosions and stuff! )
The Dealer won't touch it, they'll blame it on ANYTHING else than that.
Play around with your heater controls to see if anything changes, or find the tube leading inside the car (Vaccuum source) and unplug it from the intake (or wherever it's plugged) to see if that cures it.
Happened to me while I was reconstructing my vaccuum system, I basically had the same problem and it was caused by a leak in the heater control tubes.
BTW, all of that is supposing the P5's have vaccuum operated controls, if not, disregard!
