Well it sounds like the only places this will probably be enforced heavily is in NoVa, Richmond, and maybe Va Beach.

I woudn't be so sure. The way this law is written, if you are found guilty of one of those crimes, you will pay the additional fine. The judge has no discression in the matter of the fine. Of course, if you can get them to charge you with something that isn't on the list, you don't pay the fine, so there is some (very little) room to wiggle.
