Yes technically were ever you live you can not remove or replace a working cat on a vehcile for so many years. Its a federal law. The main cat is the first one, if you remove that one you will throw the CEL, ATP has a CEL eliminator and I'm pretty sure the old resistor tricks would still work, CPE has a trick to on their downpipe. Like Rican219 said, removing the second cat won't do anything to the ECU as for cops on the road doing checks they would probably never know, inspection centers MIGHT know, or the might not know depends on how much info they have.

Exactly no I live in Atlanta so there is no visual Inspection but when I do the downpipe I will have to have a Highflow cat to pass inpection.

here in Kansas city we have visual inspection but no sniffer tests. So I'll probably have a high flow cat put in my exhaust to make it pass also.
