strange noise when braking

I'm baffled here by this problem. I'm trying to disgnose the problem from my friend's 98 camry. When braking in the highway (from speeds of 70+) you can hear a "rumbling" noise coming from the front of the car. Can anyone guess as to what's possibly causing the problem?
 
Warped brake rotors?

Does the pedal shake or have a push/pull/push/pull/repeat feel when braking? If you don't feel that, I suspect that it isn't your brakes, but something else.

The only noises brakes usually make are related to friction (worn, vibration, etc) or from being warped. If your rotors are warped, they push the caliper back and forth as the wheels turn, worsening with speed. Depending on how bad that is depends on the solution. Mild noise can be fixed by lubing the caliper bolts. This lets the caliper slide easier, and mild warping can be fixed by braking, or worsened. If it's mild, you can keep using them until it gets worse, or you need to replace something else. If it's bad, you need to get the rotors machined flat at a shop. I've priced this from $10-15 per rotor, which is nothing compared to replacing brake parts.
