stock PR5 chrome wheels - white webs/cracks in finish? How to remove?

White marks/spiderwebs on my PR5 stock chrome wheels, as shown in pic below.

What is it and how do I remove them? Tried a few products from the tool cabinet today, even polishing compound, no effect.

Looks like the clear coating is starting to peel.
At first I thought it was hard water spots and was going to suggest warm water mixed with vinegar.
 
Had the same thing on my bbs wheel lip's it's just the clear peeling .I just threw some paint stripper on waited abit then washed off with some water then polished them up.

But do you have to hit with clearcoat again? Or is it some surface glazing you are removing and the base clear coat remains?

Well my bbs wheel lip's are aluminum to begin with so as soon as I took the clear coat off I sanded it down with 1500-2000 grit acouple time's then polished them up with some polish just for aluminum to protect them and give them a shine.No clearcoat was put on after that.
