Any cat-back exhaust should be Smog Legal in CA. However it may or may not be legal to operate if it is too loud (as stated in section 27151 of the CA Vehicle Code).

Any exhaust that changes out a fully functional and working OEM Cat is, for all intents & purposes, illegal in CA under Section 27156 of the CA Vehicle Code unless it was approved by the California Air Resources Board (CARB).

Most TurboBack exhausts have CATs, however, because they are hi-flo units, they generally don't reach their full efficiency at low RPMs and slower speed because they don't get as hot as quickly. Because of this will generally fail a smog test because the test is done at 15mph & 25mph in CA.
However, in most cases you can "get away" with running the exhaust for the first 5 years, but then you're contributing to excess exhaust emissions and
global warming which will cause tidal waves and floods and completely wipe out your car all together.
