Rear brakes... what could be wrong?

My rear brakes don't seem to be working. The rotors are not shiny and are covered in thin rust from the rain. When I brake hard I can hear them squeezing a little but when I touch them they are barely warm (the fronts are burning hot). I've changed the pads and rotors, and then I changed the calipers. What should I look at next?
 
Did you try adjusting the allen bolt on the back of the caliper for the parking brake? This pulls the pad in and out to make sure that the pad is close enough to the rotor so that when you pull the parking brake it engages.

Well you've covered all the bases. Only other thing I can think of is maybe re bleed the breaks. May have some air in there.
