2017~2024 Question on fitment on wider tires for wheels with 19x8.5 offset 40 and spacers

I want to know what size tires would fit for wheels with 19x8.5 offset 40. I purchased some fender flares with this detail.
I want to make it flush also, I'm planning to add spacers too. What would work best for the setup?

Special designed in wide body wheel arches, with extension 15mm border width and 20mm lowering height.
