Yeah, I would check your fuses first and foremost. There is a temperature sensor that turns the fans on, probably by your thermostat, not quite sure but that would be the next path to check. The plug in the front of your air dam, does it look like a houshold AC type plug? If it does that is an engine block heater to plug in and keep the engine warm during the winter. I have one, it works well.
