problem fitting steel wheels

This may be a weird/stupid question, but I've never had to deal with steel wheels on my MSP before - I got a set of steelies with winter tires from discount during their special recently. They arrived yesterday and I went to check the fit - size & bolt pattern is correct, but the wheels themselves are not seating on the same place as the stock wheels, they seem to be balanced a bit precariously on the front of the hub instead of sliding over the center section.

Is this normal? It doesn't seem very stable and when I tried torquing one down it took forever and seemed to be slipping. Are there any options for getting this to fit right? Some kind of spacers I can slide on there maybe?
 
i've heard you need to get open ended lugs for them to tighten down all the way. what size are you trying to run
 
that sounds likely - a little more research suggests my problem is that the center bore on the wheel is too small. Would a tire shop do this? Is it even worth it (ie. expensive & time consuming)?
