Power stearing not working???????

I Have a 2009 mazda 6 and some times i start the car light for power stearing flashes on dash.
The power stearing wont work when light is on bus switch off car and start car and power stearing works ????
Had the car in my local mazda dealer he wants 1,300 to replace power stearing moduel.
can some one tell me what or where is this moduel and can i replane it with a second hand one?(coffee)
