Flashing a fake badge, pulling people over using a red and/or blue light is impersonating an officer, not having a police interceptor sticker on your car. I would love some lawyer to have that sticker or an crown vic PI and get pulled over by your "neighbor trooper" i'm positive that they lawyer would own his job and his ass.
Your next door "neighbor" is probably one of those asshat LEO's that pull people over to harrass them and give the rest of us LEO's a bad name.
I'm not sure about the laws in VA(although i know they just passed that gay ass speeding tax, making a $3500 speeding ticket for what 15 over?), but for one you can't tell what those stickers say from 5ft away, and the other it's not on a crown vic, so no one will think twice. And if your getting pulled over for it, then either the cop is fishing for something, like drugs, or the LEO has way to much time on his hands and see definition of asshat above.
