Please help !!!!99 rebuilt engine wont start

okay, using the factory marks to set the timing. And the plugs are set from right to left facing the engine. 4, 1, 2, 3. The engine will turn over and trys to fire. We have fuel fire and spark. But, still sounds like I am getting blow back from the Cylinder into the intake. There are two timing marks on the cam gears. One is supposed to be yellow, but mine have lost their color. The manual says to set it on the intake side with I straight up and with the E facing the back plate mark. and the Exhaust with the E straight up and the I facing the I on the back plate. This position sets the first timing marks up. Should I rotate the cams the additional I think 30 degrees, to the second timing marks?? I need help here.
 
You might want to go to the engine management section for this one. The ones in the know are more apt to be looking to answer questions like that, there. Just a thought, since nobody has stepped up, yet.
