Found it, theres another box under the glove compartment that has Ford Motor plastered all over it (no wonder) and both 15A fuses are good. Now im just wondering if its the 40A thats on the drivers side inside the motor compartment fuse box that looks like a circuit breaker labeled "Head" and the description is "Headlights" but its probably good because 1 of my low beams is still working...sigh i hope is not my bulb or ballast...
