P2006 CEL Code and other turbo issues

Alright, I've been searching and searching, losing sleep, and paranoid driving has pushed me to the point of almost insanity. There was a time that I used to get on the forums to gawk over the awesome msps on here, now I spend my days pursuing this white whale of a problem, I'll list out my symptoms:

First is the CEL, which I can't seem to find an answer to, Intake Manifold Runner Control Stuck Closed Bank 1 (3rd time It's thrown this code)
Boost/vac gauge just recently installed violently rattles between 0-2 under WOT, idles at about 18 mmHg, deceleration is closer to 21 mmHg
Turbo response was delayed until about 4500-5000 rpm, but after the CEL was thrown today, no spool up whatsoever anymore
I feel as though the Idle is rough, kinda like the car is vibrating too much (also could be because we've never changed the motor mounts)
Probably most importantly, I'm very slowly losing oil... only place I could find any trace was on the metal line under the turbo, but when I tried tightening the bolt, it wouldn't turn

What we've done to the car so far (and I'm listing EVERYTHING so you guys know):

Clunk Fix Bracket, much needed and solved the terrible squeaking
Water pump, oil pump and head gasket replaced by mazda
Injen CAI (as I'm typing maybe I should clean the Intake and/or MAF?)
Replaced the Hot pipe (rupture on the line going to the BPV) with a SAMCO silicone one
Replaced Alternator (twice, and it should be noted that my car ran with a cap and a 500W amp for a week solely on my yellow top optima)
And just put in the Forge Wastegate and Forge Bypass valve with a vac/boost gauge

Could be some things I'm forgetting, and I'm hoping it something easy, but my gut tells me I'm getting into something very deep here. Any comments and suggestions help, If not It looks like I need to find a good mechanic around Columbia (I DON'T want to take it to Mazda again, nothin but trouble everytime I go in)
 
I had that code twice and those two times the flap on the turbine housing was stuck opened causing low boost in my case (2 or 3 Psi) or no boost in your case maybe.

The Wastegate flap inside the turbo exhaust housing, in case OP needs clarification.
 
There is a rubber hose in the turbo drain line that goes bad which is probably where your leak is. As for the other issues I think hornsfan is right. The exhaust flapper has a bushing on the armature that will crack and push its self out and cause the flapper to loose its proper seat. Take of the J-pipe and take a look. I have pushed that bushing back in on a friends car and it held so try that.
 
speedpx suggested it, I was just clarifying in case he didn't know what 'flap' he was referring to.

If u don't wanna mess with taking exhaust off see if u can disconnect the waste gate actuator. Then try to move the flap arm if its stuck then yes all ur exhaust is by passing the turbine causing low boost.

Also check and double and tripple check u don't have any boost leaks throughout the piping. That's what that bouncing boost gauge needle indicates to me.

P2006 intake manifold runner control valve. Try swapping ur vics and vtcs solenoids. That's what that code is.
