it is, it tells you that you can move at your own pace, but then it forces you to listed to the lady finish reading to you before you can move on.

I got a speeding tick on my way to pick up my new 3 last year.

I did online driving school as well. The site I used was very simple. There were several small lessons which you could forward through as fast as you wanted. Each small lesson contained the answers for a quiz at the end. I just had to click back and reviewed the lessons to find the answers to all the questions.. Took about 20 minutes.
