Tax by odometer is horrible. Unless you actually manage to only drive your car in that state the entire year. I don't know how anyone in New England can do that. RI is proposing it too, and over half of my mileage yearly is outside the state. This would royally screw me.

I'm due for inspection and I have no cats, I know they do the ODB test but don't remember if they test the exhaust.

unless they actually look, or you have a cel, you'll pass...no sniffer, just odbII...i've been running cat free for 4 yrs...no prob
