MP3 Steering Wheel Locked

Please help? I've got a 2001 Mazda MP3

I have 2 problems:

1. I love her, but she gets me stuck in the worst of places during a New England snow storm! I can't take another winter like this! I called for snow tires and they were $210 each! I see you guys talking about smaller sized wheels for winter, so I called around tire places and even the MAZDA DEALERSHIP, but everyone tells me the only size tire is the stock 205/45/17 and that I'm not supposed to put a smaller size wheel on. I can't find anyone to help me figure out the size I need or how to do this. Please tell me so I'm not stuck spinning my tires! Thank you, thank you!

2. Yesterday (after getting stuck and spinning wheels) I finally got pushed out and my steering locked up while driving down the road! I was able to make one final (very hard to turn the wheel) into a lot, and then after it was parked I couldn't move the steering wheel at all. I checked the steering fluid and it was just below the line, but still, I lost steering instanaously! I had to leave the car in the lot, went back to it a few hours later, filled up the steering fluid and it was fine, except my whole dashboard lights are out now and it's making a funny noise. Wha do you think happened?

Sorry for making such a huge post, but all the guys seem to understand the car lingo and I'm just a girl with no mechanical skills or help, and I love my car (even though she's all banged up from a slip and slide last winter!)(bump)

Wow that's tough... Wil lthe car run? Is the wheel locked like you can't turn it at ALL or it's just REAL hard like you lost power steering?
 
well, whoever told you that you cant put a smaller tire on dont know s***. I guess, you can not put a smaller tire on our rim.. obviously, a 15" wont fit on a 17" rim.. but you can buy steel rims.

I run a stock protege tire size in winter, your basic 195/55R15 cost me $800 CND for the rim and tires (tires are like 100 a piece, cheep tire, but good enough for winter).

For you steering... Kinda wierd. might of simply been low fluid. It will do that.

and what noise does it make now??
